SCOPE

This Regulation applies to the training initiatives promoted by R2C, Lda., without prejudice to the application of other regulations relevant to the same activity, particularly the legislation and various regulations applicable to each type of training. All agents involved in the training process (including participants, trainers, and pedagogical coordinators or managers) are subject to the content of this document. Participation in training courses promoted by R2C (or one of its brands) implies full knowledge and acceptance of this regulation by all parties involved.

Article 1
POLICY AND STRATEGY

R2C, Lda. is a training entity whose mission in its training department is:
“To promote professional education, innovation, creativity, and sustainable management by training highly qualified professionals of excellence, thereby contributing to raising the quality of training and professionalization in Portugal, ensuring both our success and the integration of our students into the job market.”

In commercial and marketing terms, the company is often identified through various brands, depending on the target audience of the training programs.

Article 2
COURSE CREATION

The training activity is part of a global strategy for providing services to other entities as well as to individuals. R2C training programs are developed within the Training Department and may arise from the needs and expectations of different stakeholders, following specific processes and service control regulations.

Article 3
OBJECTIVE

The training courses aim to provide both theoretical and practical preparation, addressing the specific needs of various target audiences.

Article 4
COURSE PROGRAMS

The course programs are approved by the R2C Training Manager, following the guiding principles of the respective professional fields.

Article 5
STANDARD DURATION

The minimum course duration will be established by the Training Department, in compliance with specific regulations where applicable.

Article 6
ACCESS REQUIREMENTS

The access requirements will be defined and communicated for each type of training program, considering the scientific and pedagogical characteristics of the course while respecting the prerequisites or recommended entry profile for the training in question. In the case of courses subject to accreditation, the guiding principles established in the Accreditation Manual will be followed regarding the minimum qualification requirements for access.

Article 7
QUANTITATIVE LIMITATIONS

Participation in training programs is subject to quantitative limitations, with a maximum of twenty-five students per course. Other quantitative limitations may apply depending on the specific circumstances of each course.

Article 8
REGISTRATION AND CANDIDATE SELECTION

Candidates may pre-register (submit an enrollment request for one or more courses) within the stipulated period through a form available on the company’s digital platforms or by direct contact with R2C or associated entities, in accordance with the specified participation requirements.

Final registration is the process that officially allows a student to attend the course and depends on the outcome of the candidate selection process. For final registration, and when applicable, the following documentation must be sent via email or delivered in person, according to the course specifications:

  • A photocopy of an identification document (Citizen Card, Residence Permit, Passport), tax identification number, or Citizen Card;
  • A photocopy of a document proving academic/school qualifications;
  • A document certifying employment status (if applicable);
  • A Curriculum Vitae and any statements and/or copies of certificates supporting the declared professional background;
  • A photocopy of a document containing the candidate’s bank account number with clear identification of their name (if applicable);
  • Other documents as deemed necessary.

Each course or training program will have its own selection process. Depending on the type of training project, funding source, or course accreditation conditions, different access requirements and selection criteria may apply, which will be communicated to candidates in advance.

Selected students will be contacted primarily via email. If this is not possible, a phone call will be made. Candidates who are not selected will be notified preferably by email or, alternatively, through a written notification. Additionally, candidate selection lists detailing the selection process will be published.

If a selected candidate withdraws, R2C will activate the admission process for a new candidate, considering registration date or other specific criteria for the course in question. The replacement process will always comply with the rules and characteristics of each training program and will only be possible when these allow it.

Candidates whose registration involves a monetary confirmation will be handled in accordance with the specific attendance conditions of each course/training area.

If a withdrawal occurs after the training program has started, it must be justified in writing and will result in the total loss of the amount paid by the student.

Article 9
REGISTRATION AND ATTENDANCE COSTS

Final registration may be subject to payment at the time of registration, with the amount determined by the Management or Training Manager.

For general public attendance in training programs, the following payment scheme applies:

a) For medium- to long-duration courses (total workload exceeding 200 hours), payment may be made through credit options with R2C’s commercial partners or in four installments, as previously agreed with the management.

b) For short-duration courses (total workload under 200 hours), payment may be made in one or two installments (at registration, course start, and/or course completion).

c) In specific situations, other conditions may apply, which will be duly communicated to students.

d) A receipt will be issued upon payment.

For custom-designed corporate training programs, the payment scheme defined in the respective service contract will apply.

Any reductions in course attendance fees must be authorized and approved by the Management on a case-by-case basis.

R2C accepts payments through various methods (cash, check payable to R2C, bank transfer – in which case the IBAN must be requested –, MB Way, Multibanco Reference, Visa & Mastercard), depending on the registration channel.

No payments will be required in cases duly authorized by the Management or when training programs are funded by public or private funds and the funding contract requires such exemption.

Article 10
WITHDRAWALS

Whenever a selected candidate withdraws before the training program starts, R2C will initiate the process of admitting a new candidate, considering registration date or other specific selection criteria for the training program.

The replacement process will always comply with the specific rules and characteristics of each training program and will only take place when viable.

Candidates whose registration involves monetary confirmation will be handled according to the specific conditions established in the program for each training action.

If a withdrawal occurs after the training program has started, it will result in the total loss of the amount paid by the student (either in terms of installment payments or the full amount if a one-time payment was made).

Withdrawals must always be communicated in writing, stating the reason(s) for the withdrawal.

Article 11
REFUNDS FOR WITHDRAWAL

In accordance with the previous article, in the event of withdrawal, the refund of amounts paid at the time of registration will depend on how far in advance the student formally communicates this intention, as each type of training program has specific conditions, which will be duly communicated to students.

The refund of amounts paid by students will be subject to the issuance of a credit note, which must be formally requested by the candidate, in accordance with the recommendations of the Tax Authority in paragraph 7 of Article 29 of the CIVA.

At the request of the entity (in the case of an institutional client) or the student, R2C may issue a statement indicating the refundable amount, which may be used as a payment method for future training programs.

R2C reserves the right not to refund amounts paid by the student in case of withdrawal from the training program, as defined in the previous sections and in Article 10.

For candidates who are not selected, the amounts paid at the time of registration/application will not be refunded.

Article 12
TRAINING PROGRAM OPERATING CONDITIONS

IN-PERSON TRAINING

a) The definition of dates, schedules, locations, and training program timelines is the exclusive responsibility of R2C, which will also ensure timely dissemination of this information.

b) Due to force majeure, R2C reserves the right to make modifications to the initially planned schedule while ensuring that all participants are informed of the changes as soon as possible.

c) It is strictly prohibited for students or trainers to make changes to training session dates or schedules. Any such requests must be communicated in advance to R2C and require formal authorization.

d) Training sessions must begin within 10 minutes of the scheduled start time, regardless of the number of students present in the room.

e) A 30-minute break will be scheduled for every 3 to 4 hours of training, always respecting the rule of a maximum 10-minute break per hour of training.

f) A session end time will be defined to allow trainers and students to reorganize the training space.

g) The decision regarding the execution of a training program will be communicated to participants in advance.

h) In the event of course cancellation, R2C commits to contacting all participants as soon as possible to inform them of the situation and its reasons. If the cancellation involves rescheduling, R2C will also notify all involved about the new course date.

i) For non-funded training programs, and whenever the number of registrations exceeds the available slots/quantitative limitations defined in this Regulation, R2C will strive to organize as many sessions as necessary to accommodate the highest possible number of interested participants.

j) If a candidate enrolled in a training program is not selected, they will be placed on a waiting list for a possible future course. If a new edition of the course is scheduled, R2C commits to contacting the candidate for the selection process.

DISTANCE LEARNING

Distance learning follows specific operational rules in addition to those mentioned above.

Depending on the course structure, training may be conducted in a B-learning format (combining in-person and remote sessions) or E-learning format (entirely online).

Distance training programs may include synchronous sessions (real-time communication) and asynchronous sessions (conducted at different times without the need for simultaneous interaction).

Distance learning sessions are conducted through R2C’s proprietary e-learning platform.

a) It is the student’s responsibility to ensure they have appropriate equipment and technological resources to access sessions under optimal conditions.

b) To enroll in an e-learning or b-learning course, the participant must register on R2C’s website. Upon completing registration and payment, they will receive an email with their login credentials for the platform.

c) Once inside the platform, the student will have access to their personal area 24/7, including weekends and public holidays.

d) From the course start date until 11:59 PM on the last day, the student can access the content at any time.

e) The schedule for each course varies depending on the program, and the course duration is specified on its descriptive page.

f) R2C will make every possible effort to ensure the proper functioning of the platform but is not responsible for technical failures beyond its control.

Article 13

EXEMPTION FROM ATTENDANCE IN MODULES/TRAINING UNITS

Unless otherwise regulated, upon request by the candidate or verification by the training entity, and for the purpose of exemption from attendance in training content, partial or incomplete training may be considered, especially in cases where the candidate possesses a qualification, either academic or acquired through professional training, that implies knowledge of some of the subjects included in the programmatic content of the training course for which they are applying.

The decision regarding the exemption from attendance in modules/training units is the responsibility of the Training Manager, who may consult the trainer or the coordinator of the area in which the module/training unit is included.

Article 14

ATTENDANCE AND PUNCTUALITY

Attendance in training is mandatory in a face-to-face regime, unless otherwise defined according to the training modality/type.

An absence is considered as the participant being away during the normal training period established in the session schedule, which will be verified through the signature on the attendance sheet for each training session.

The maximum absence limit is 10% of the total course hours.

Modifications to the attendance regime set out in the previous point may be registered, provided they are duly justified under specific regulations for the respective courses or training actions. In such cases, the applicable rules will be communicated to participants in advance.

Exceeding the absence limit established in point 3 results in non-approval of the course, evidencing behavior that reflects a lack of interest in the training action. Therefore, R2C reserves the right to exclude the participant without prior notice, with the loss of all rights and benefits as a participant. This decision will be communicated in writing.

For the purposes of approval and certificate issuance, only justified absences that do not exceed 5% of the total course hours and are distributed throughout the course will be considered valid, provided they are duly substantiated with supporting documentation.

The justification for any absence must be requested and will always be subject to the decision of the pedagogical coordinator of the training action.

Absences due to the following reasons will be considered justified:

a) Accident; b) Court appearance; c) Urgent medical consultation; d) Sudden illness of the participant or a direct family member (ascendant/descendant); e) Blood donation and/or first aid assistance; f) Death of a family member (as defined by law); g) Exercise of the right to strike; h) Official service duties duly justified (competitions, representation of the entity in work meetings, among others).

Regarding punctuality, any delay exceeding 10 minutes, according to the established schedule, will be counted as an absence and must be justified.

Article 15

EVALUATION SYSTEM

The evaluation system is defined considering the specific characteristics of each course and its normative reference or specific regulations.

Trainers, based on an analysis of the programmatic/reference content and the duration of each module/training unit, must define the timing and methods of evaluation for the module they teach, respecting a method previously agreed upon with the pedagogical coordinator/pedagogical team.

Knowledge assessment may take four forms:

a) Initial Diagnostic or Expectation Assessment: Conducted before or at the beginning of training, aiming to identify participants’ initial knowledge to assess whether they master fundamental knowledge (in the case of courses with prerequisites) and/or to allow an analysis of the defined objectives and their proper alignment with the group’s functions and needs.

b) Formative Assessment: Conducted throughout the training process to provide detailed information on learning progress, identify deviations from the previously established objectives, and adjust pedagogical processes and strategies. It may be carried out through written means or face-to-face approaches and may be used by the action coordinator or the trainer.

c) Summative Assessment: Serves as the basis for certification or progression decisions and adopts a quantitative form, expressed on a scale from 0 to 20 points or from “Insufficient” to “Very Good.” The final grade results from the overall evaluation of the different modules, with weighting defined case by case, and may be expressed quantitatively or qualitatively. Approval is granted if the participant achieves an overall course average of 10 points or higher or, in the case of qualitative assessment, at least the “Sufficient” rating. Participants will be informed in advance if other rules apply.

d) Action or Reaction Assessment: Conducted at the end of the module/action via a questionnaire to obtain information on the relationship between expectations and motivation of participants, objectives achieved, trainer performance, pedagogical materials/methodologies used, organizational structure, support from the training entity, among other aspects. After analysis, the results will be communicated to the trainers involved.

Article 16

CONDITIONS FOR OBTAINING THE CERTIFICATE

Completion of training with a positive evaluation (where applicable) and a minimum effective attendance of 90% of the total course hours entitles the participant to the issuance of a professional training certificate.

For courses without an evaluation, a certificate of participation will be issued, provided the participant has attended at least 90% of the total course hours.

In exceptional cases, a training declaration may be issued, indicating the training hours completed by the participant, provided they have attended at least 50% of the total training time.

Failure to comply with the conditions established in the previous points results in the non-issuance of any certification.

Article 17

PARTICIPANT RIGHTS AND DUTIES

Participants in training have the right to:

a) Receive quality training, appropriate to their needs and labor market requirements; b) Be trained by qualified trainers with experience in the subject matter; c) Have access to adequate pedagogical resources for training; d) Receive certification of training, provided they meet attendance and evaluation requirements; e) Express their opinion on the training received through training action evaluation mechanisms.

Participants in training have the duty to:

a) Attend training regularly and punctually; b) Respect the operational and coexistence rules of the training center; c) Actively participate in training activities; d) Treat trainers, colleagues, and other training center staff with respect; e) Make appropriate use of the materials and facilities provided; f) Not disclose training materials without prior authorization; g) Comply with the established evaluation procedures

Article 18

DISCIPLINARY SANCTIONS

  1. Failure to comply with participant duties may result in disciplinary sanctions, which may include:

    a) Oral warning;
    b) Written warning;
    c) Temporary suspension from training;
    d) Permanent exclusion from the course without the right to certification.

The application of sanctions will be proportional to the severity of the infraction committed and will be determined by the training entity, ensuring the participant’s right to defense.

Article 19

RESPONSIBILITIES OF TRAINERS

  1. Trainers must demonstrate, through their résumés, that they possess the technical and pedagogical qualifications, as well as training experience, necessary to ensure the quality of the training provided.

  2. Trainers participating in training activities within the labor market-oriented training system must hold a Trainer Pedagogical Aptitude Certificate or an equivalent document proving such certification.

  3. The responsibilities of trainers include:

    a) Conducting assigned training, including planning, execution, and evaluation, with remuneration according to the terms stipulated and contracted with R2C;
    b) Facilitating the acquisition of knowledge and/or the development of skills, attitudes, and behaviors in trainees;
    c) Overseeing the entire pedagogical training process, as well as handling all situations that arise in the training environment;
    d) Collaborating with the training entity and all other stakeholders involved in the training process to ensure its effectiveness.

Article 20

SCIENTIFIC-PEDAGOGICAL TEAM

  1. Each course must have a scientific-pedagogical team, composed of some of the course trainers and at least one training supervisor (who may or may not be a trainer), who will assume technical responsibility for some or all training areas of the course.

  2. The scientific-pedagogical team must meet periodically to:

    a) Ensure the necessary interaction for planning pedagogical activities and evaluating trainees;
    b) Conduct a systematic assessment of training development and analyze individual training paths, preferably based on an initial diagnosis that defines each trainee’s entry profile;
    c) Identify detected issues and seek the most appropriate solutions for the trainees’ profiles, aiming to establish evaluation procedures for learning outcomes.

Article 21

RESPONSIBILITIES OF THE DISTANCE LEARNING TUTOR

  1. The duties of the Distance Learning Tutor include:

    a) Managing, configuring, and providing support for the Moodle platform in blended learning (b-learning) training;
    b) Administering users, content, and tools on the platform;
    c) Assisting trainees in accessing and using the platform, particularly regarding technical difficulties;
    d) Providing in-person support to trainees for issues related to platform use, when requested;
    e) Assisting trainers in uploading teaching materials to the platform;
    f) Regularly interacting with the Training Manager and the Pedagogical Coordinator.

Article 22

RESPONSIBILITIES OF THE PEDAGOGICAL COORDINATOR

  1. The Pedagogical Coordinator has the following responsibilities:

    a) Managing the opening and closing of courses according to established procedures;
    b) Monitoring training activities, either by reviewing the technical-pedagogical file or through intermediate visits to training sessions, at a frequency appropriate to their duration and any arising needs or incidents;
    c) Serving as a liaison between trainees and the company;
    d) Ensuring the proper functioning of the course, supporting trainers and trainees in their needs, promoting a positive image of R2C, and contributing to the satisfaction of training users and clients;
    e) Ensuring the maintenance and proper use of the facilities and resources allocated to the course.

Article 23

RESPONSIBILITIES OF THE TRAINING MANAGER

The duties of the Training Manager include:

a) Ensuring the planning, execution, monitoring, control, and evaluation of the activity plan;
b) Managing the resources assigned to training;
c) Acting as an intermediary with the entities responsible for the certification system;
d) Coordinating with R2C Management and training beneficiaries;
e) Promoting review and continuous improvement actions;
f) Implementing quality assurance mechanisms in training and ensuring the application of training practices aligned with certification requirements.

Article 24

SUGGESTIONS AND COMPLAINTS

Complaints are defined as specific situations presented by trainees, trainers, entities, or other participants in the training process that report a procedure (methodologies, payments), an action (trainers, coordinator, etc.), or logistical or material conditions that compromise the quality of the teaching-learning process or violate the dignity and rights of the individuals and entities involved.

Complaints regarding any irregularities occurring before or during the training process must be submitted in writing to R2C via official letter, fax, email, or through the complaint form available at the permanent service desk, or recorded in the complaints book, also available at the permanent service desk, within eight days from the date of occurrence.

If the training takes place at the client organization’s premises (outside R2C headquarters), the mentioned form will be made available for filing complaints, either at the DTP or provided by the training coordinator upon request.

Complaints must be addressed to the Training Manager/Pedagogical Coordinator of the course and must include the following information:

a) Identification of the complainant;
b) Description of the complaint (supporting documents/evidence may be attached);
c) Contact details for receiving the analysis results.

After hearing the involved parties, the complaint will be analyzed by the Pedagogical Coordinator or the Training Supervisor and the R2C Training Manager, who will issue a written report within a maximum of 10 days from the complaint’s receipt date.

Suggestions can also be submitted using the appropriate form, which can be requested from the Course Coordinator or at the permanent service desk.

Article 25

DATA PROTECTION

The personal data of trainees and collaborators of R2C are intended exclusively for the organization, operation, and evaluation of the training activities in which they participate.

Participation in funded training programs involves the transfer of data by R2C to the Managing or Auditing Entities and to DGERT, within the scope of the legal procedures for Management, Monitoring, Evaluation, and Auditing.

R2C processes and stores data electronically while the process remains open for administrative, evaluation, and auditing purposes. During this period, the data subject has the right to access and rectify their data. In accordance with personal data protection legislation, R2C ensures the confidentiality of all registered information.

Any data transfer to other entities or for other purposes requires the data subject’s authorization through a specific clause in the registration forms.

When R2C acts as a Training Entity providing services to third parties (clients/beneficiaries), the personal and professional data of trainees, trainers, and other participants will be processed electronically and used by R2C in the exercise of its training management functions.

Article 26

FINAL PROVISIONS

  1. The personal data of R2C trainees and collaborators are exclusively intended for the organization, operation, and evaluation of the training actions in which they participate.
  2. Participation in funded actions implies the transfer of data by R2C to Managing or Supervisory Entities and to DGERT, within the framework of legal procedures for Management, Monitoring, Evaluation, and Audit.

  3. R2C processes data electronically and retains it for as long as the process remains open for administrative, evaluation, and audit purposes. During this period, the data subject retains the right to access and rectify their data. In compliance with the legislation on personal data protection, R2C guarantees the confidentiality of all recorded information.

  4. In addition to the above, the transfer of data to other entities and for other purposes is subject to the approval of the data subject, through a specific clause included in the registration forms.

  5. In cases where R2C acts as a Training Entity providing services to third-party entities (clients/beneficiaries), the personal and professional data of trainees, trainers, and other participants will be processed electronically and used by R2C in the exercise of its training management duties.
